  "text": "Out of funds collected under this Part the assistant secretary may pay expenses incurred in administering this Part. No expenses incurred by the assistant secretary in administering this Part shall be charged to the funds of the state. All excess funds generated shall annually be credited to the general fund of the treasury of the state.",
