  "text": "The commission shall have jurisdiction over the public areas of the governor's mansion and grounds. Public areas shall consist of the first floor, the stairwell in the rotunda, and all grounds in front and on each side of the mansion. The private areas of the governor's mansion and grounds shall be all other areas within the mansion and grounds not specifically described as a public area in this Section.",
