  "text": "The legislative intent and purpose of this Chapter are to provide a structure for the business relations between a wholesaler and a supplier of beer. Regulation in this area is considered necessary for the following reasons:\n\n(1) To maintain stability and healthy competition in the beer industry in this state.\n\n(2) To promote and maintain a sound, stable, and viable three-tier system of distribution of beer to the public.\n\n(3) To promote the public health, safety, and welfare.",
