  "text": "Vacancies in positions in the classified service shall be filled by one of the following methods:\n\n1. Demotion\n\n2. Transfer\n\n3. Reinstatement\n\n4. Promotional appointment\n\n5. Competitive appointment\n\n6. Re-employment\n\n7. Temporary appointment\n\nA vacancy shall be considered filled under any of the methods specified above, and employment thereunder shall be effective as of the date on which the employee enters upon the duties thereof.",
