  "text": "This Chapter shall be liberally construed to promote the purposes for which it is enacted and shall constitute full authority for the accomplishment of all acts being authorized. No proceedings shall be necessary except such as are required herein. All powers of the commission contained in the aforesaid intergovernmental agreement executed on November 13, 1985 are hereby ratified, confirmed, and approved, as supplemented herein.",
