  "text": "A. The board shall choose from its membership a president and a secretary-treasurer. The board shall hold regular semiannual meetings. Four members shall constitute a quorum for the transaction of business.\n\nB. All proceedings of the board are to be conducted in conformity with the provisions of the Administrative Procedure Act, R.S. 49:950 et seq.",
