  "text": "All persons or companies selling to the state or any of its agencies, boards, districts or commissions shall comply with the following provisions:\n\n(1) A delivery ticket must accompany the things sold when delivered and\n\n(2) A complete itemized invoice must be sent to the proper place immediately.",
