  "text": "Each state department shall have the following responsibilities relating to the state's insurance program:\n\n(1) To submit to the office of risk management all information requested relating to risk management.\n\n(2) To open all files relating to the insurance program to the office of risk management.\n\n(3) To institute procedures for the timely and thorough investigation of all incidents which may give rise to a claim against the state.",
