  "text": "Unless otherwise authorized by law, all state contracts shall be awarded by one of the following methods:\n\n(1) R.S. 39:1594, competitive sealed bids.\n\n(2) R.S. 39:1595, competitive sealed proposals.\n\n(3) R.S. 39:1596, small purchases.\n\n(4) R.S. 39:1597, sole source.\n\n(5) R.S. 39:1598, emergency procurements.\n\n(6) R.S. 39:1600, other procurement methods:\n\n(a) Unstable market conditions.\n\n(b) Group purchasing.\n\n(c) Used equipment.\n\n(d) Reverse auctions.\n\n(e) Negotiation of noncompetitive contracts.\n\n(f) Invitation to negotiate.",
