  "text": "In order to fulfill the obligations and responsibilities under this Chapter, the secretary may promote and encourage a program known as \"boaters' and fishermen's pledge\" whereby the program may be conducted asking sportsmen to sign a commitment to bring trash and debris generated in their vehicle or boat back home or to proper disposal receptacles.",
