  "text": "This Part applies to the decision of the commissioner to:\n\nA. Grant a certificate of authority for:\n\n(1) The organization of a bank or savings and loan association.\n\n(2) The opening of a branch of an existing bank, trust company, or savings and loan association.\n\nB. Grant permission for:\n\n(1) A bank, trust company, or savings and loan association to convert from a national charter to a state charter.\n\n(2) The merger or consolidation of banks, trust companies, or savings and loan associations.\n\n(3) The transfer of assets of a bank, trust company, or savings and loan association.\n\n(4) The voluntary dissolution of a bank, trust company, or savings and loan association.",
