  "text": "It shall be unlawful for a cemetery authority, directly or indirectly, to pay or offer to pay to any person, firm, or corporation not licensed pursuant to this Title a commission, bonus, rebate, or other thing of value for the sale of an interment space. This shall not apply to a person employed by the cemetery authority to make such sales.",
